The decision on Tuesday
Hungary refused to approve the screening results for negotiating clusters 4 and 5 within the framework of Ukraine's EU accession negotiations during a meeting of the Working Party on Enlargement and Countries Negotiating Accession to the EU (COELA) in Brussels on Tuesday 27 October, Ukrainska Pravda reported, citing European Pravda and EU diplomats familiar with the course of the meeting. Rubryka, citing the same diplomatic sources, reported that Budapest's position means the opening of Ukraine's two remaining negotiation clusters remains blocked.
One of the diplomats said that Hungary's position has not changed, Ukrainska Pravda reported. The sources noted that Ireland, which holds the rotating presidency of the Council of the EU, knew in advance that Budapest had no intention of reconsidering its position on opening clusters 4 and 5 — and yet the issue was once again placed on the working party's agenda for the October 27 meeting.
Another diplomat suggested that revisiting the issue was primarily a political move: in their view, it was more an attempt to increase pressure on Hungary than a genuine effort to secure its agreement at that particular meeting. That distinction matters, because it tells you what this meeting was — and what it was not. It was not a negotiation that failed at the last minute. It was a pressure point, applied on purpose, to a position that everyone in the room already knew. Read more: Students defeat Vucic in Serbia — how a protest movement took parliament
What clusters 4 and 5 actually cover
| Item | Figure |
|---|---|
| Final clusters blocked | 2 — clusters 4 and 5 |
| First cluster opened | 15 June 2026 — “Fundamentals”, agreed by all member states |
| Kyiv's target | All clusters opened by end of 2026 |
Cluster 4, titled "Green Agenda and Sustainable Connectivity", covers transport, energy, trans-European networks, environmental protection and climate action, Ukrainska Pravda and Rubryka reported. Cluster 5, titled "Resources, Agriculture and Cohesion", concerns agriculture, fisheries, regional policy and budgetary provisions.
These are the final two negotiating clusters that have not yet been opened for Ukraine. That is why they matter beyond their technical names: agriculture and regional funds touch the daily economics of EU member states, and green and energy rules touch the continent's biggest shared projects. Blocking their screening approval does not just delay two chapters — it holds up the last stretch of the opening phase of accession talks.
How we got here
The road to this meeting has been moving in steps. On June 15, all EU member states reached an agreement to open the first negotiation cluster for Ukraine and Moldova, Rubryka reported. It is called "Fundamentals" and is the core cluster, covering the judiciary and fundamental rights — the start of substantive negotiations on accession.
On September 30, 2025, Ukraine and the European Commission completed bilateral meetings as part of the official screening of Ukrainian legislation for compliance with the EU acquis, Rubryka reported. Then, on October 12, all 27 EU member states approved the opening of two more negotiation clusters for Ukraine, and on October 13 the EU officially opened Cluster 2, Internal Market, and Cluster 3, Competitiveness and Inclusive Growth, Ukrainska Pravda reported. To make that possible, the Ukrainian parliament approved amendments to the law on education to lift Hungary's veto.
That is the pattern to watch: progress has come when a specific obstacle was named and removed. On October 20, European Pravda reported Hungary's refusal to approve the screening results for clusters 4 and 5, which is a necessary procedural step for their opening, Ukrainska Pravda reported. Tuesday's meeting repeated that refusal — the second time in eight days that the same step has been blocked.
Why it matters, and what happens next
The Ukrainian authorities are counting on the opening of the final two clusters by the end of 2026, Ukrainska Pravda reported, and President Volodymyr Zelenskyi has said Ukraine expects all negotiation clusters to be opened by the end of 2026, Rubryka reported. With two months left in the year and Budapest's position unchanged, that expectation now depends on something changing — a new concession, a new package, or a new round of pressure that works where this one did not.
Three things will decide it. First, whether the Irish presidency, or the member states behind it, can find a formulation Hungary will accept on the screening results. Second, whether Kyiv offers anything new on the issues Budapest cares about — the education-law precedent from October shows that route has worked before. Third, whether the pressure strategy itself escalates: Tuesday's meeting showed the presidency is willing to keep putting the issue on the agenda even when the answer is known in advance. That is a signal, not a solution — but in accession politics, signals are often how solutions begin.
Europe Unfolded will follow the next COELA meeting and any movement on clusters 4 and 5, and what it means for Ukraine's path toward the EU.
